Well they all lied!!!
PageRage is the answer!
requirements:
- Mozilla Firefox or Internet Explorer 8
- Yoontoo Layers Client Plugin (this one will be provided by PageRage)
Unlike those applications found in Facebook, wherein you gonna install the app then invite all your friends, PageRage only requires you to install Yoontoo Plugin. After installing choose one layout on PageRage and then voila! a facebook layout :D

Remember all you need is to use either Firefox or IE (i prefer firefox more :D ) to ensure that the layout will appear :)
